Overview of the UNICEF Social & Behavior Change Specialist (Polio, P3) Role

UNICEF is seeking a Social & Behavior Change (SBC) Specialist for its Polio Eradication Program in Nigeria. This position, based in Abuja, plays a crucial role in designing and executing strategies for social mobilization, advocacy, and community engagement in polio outbreak response efforts.

The Polio SBC Specialist will be part of the National Emergency Operation Centre (NEOC) and deployed to outbreak-affected states as needed. The primary focus is supporting the National Polio Emergency Action Plan (NEAP) by driving demand for immunization services, engaging communities, and ensuring effective communication strategies.


Key Responsibilities of the UNICEF SBC Specialist

  1. Developing SBC Strategies for Polio Outbreak Response
    • Conducting qualitative and quantitative assessments.
    • Reviewing and preparing educational materials.
    • Collaborating with government agencies, health organizations, and community partners.
  2. Implementing Social & Behavior Change Communication (SBCC) Activities
    • Managing outreach programs to engage voluntary community mobilizers (VCMs).
    • Overseeing the production and dissemination of communication materials.
    • Ensuring timely execution of SBC activities at national and sub-national levels.
  3. Advocacy and Partnership Building
    • Networking with strategic partners, including WHO, GAVI, and national health bodies.
    • Supporting fundraising and proposal writing for SBC initiatives.
    • Participating in high-level discussions to improve immunization efforts.
  4. Media & Crisis Communication
    • Developing crisis communication strategies for polio outbreaks.
    • Addressing misinformation through proactive media engagement.
    • Establishing communication protocols for emergency responses.

Minimum Requirements for the Role

  • Educational Qualification:
    • Advanced degree in Public Health, Social & Behavioral Change Communication, Psychology, Health Education, or related fields.
  • Work Experience:
    • At least 7 years of experience in public health, immunization programs, or social mobilization.
    • Strong background in strategic communication planning and behavior change theories.
    • Experience in emergency response and crisis communication is an added advantage.
  • Technical Skills:
    • Proficiency in digital communication, community engagement, and social mobilization.
    • Ability to conduct research, evaluation, and training for SBC initiatives.
  • Language Requirements:
    • Fluency in English is required.
    • Knowledge of another UN language is an asset.
